One of the solution is to gather pioneers Pi as a crowdfunding method and issue Pi IOU to at 1:1 ratio and distribute to investor that willing to earn(BUY) Pi. All the Pi deposited from Pioneers will then store into Pi Federal Reserve(decentralized version*). The more Pi stored in reserve, the more IOU will be issued and this greatly make Pi scarce(fewer Pi in circulation) which then will make Pi more valuable overtime. These IOUs that were issued will start at 0 USD(just like Huobi Pi) and the price of Pi IOU will grow when investor start demanding for it and can be used when there is available fiat value to use for paying utility bills/restocking on a Pi accepted merchant store. When other pioneers spend (SELL) their Pi on goods/services, merchant can choose to earn Pi/fiat(depend on their preferences) and investor then will have the option to sell their IOU to others or liquidate their IOU at 1:1 ratio in order to get Pi from the reserve.
