。Democratic and Republican lawmakers said late Monday that a deal has been reached to avert another damaging government shutdown. Committed to avoiding the repeat of such a scenario, GOP negotiators agreed to a border-security deal that will involve far less money for an extension of the southern U.S. border wall than President Donald Trump has been demanding. ---MarketWatch

。Bank of England Governor Mark Carney said on Tuesday Britain should be under no illusions about the likely shock to its economy if it leaves the European Union next month without a transition deal to ease the shock. ---Reuters

。The allocation to global equities tumbled 12% to just net 6% overweight, the lowest level since September 2016, and the biggest MoM drop relative to the performance of global equities (+7% from Jan 4th start of Jan'19 survey) to Feb 7th (end of Feb'19 survey) on record. This confirms that nobody has any faith in the current rally, which may indeed be simply a lingering artifact of Steven Mnuchin calling in the Plunge Protection Team in late December. If investors are selling stocks who is buying, with the most likely culprits being the return of stock buybacks and a historic short squeeze.

。Morgan Stanley downgrades Cisco Systems (CSCO) from Overweight to Equal-Weight and drops the target from $51 to $49. Analyst James E Faucette: "Cisco’s stock’s multiple has meaningfully converged with the market over the past 1.5 years, and we therefore think it is a good time to step to the sidelines." ---Seeking Alpha

。Ahead of Thursday's earnings report, Goldman Sachs maintains a Buy rating on Nvidia (NVDA) and lowers the target from $184 to $162. The firm cites "disappointing sell-through of high-end gaming and the ongoing ‘pause’ in server purchases by hyperscale customers." Goldman's bull/bear scenarios put upside potential at 76% and downside at 45%.
