Talks between China and the U.S. toward a trade agreement restart in Washington today, with Vice Premier Liu He scheduled to meet U.S. Trade Representative Robert Lighthizer and Treasury Secretary Steven Mnuchin on Feb. 21-22. Steve Censky, the Department of Agriculture’s Deputy Secretary, said at an industry conference yesterday that talks are “picking up” ahead of the March 1 deadline for the imposition of new tariffs, despite few obvious signs of progress to date. ---Bloomberg

BOJ Governor Haruhiko Kuroda joined the rest of his central bank peers in making a hard-dove turn, saying on Tuesday the central bank was ready to ramp up stimulus if sharp yen rises hurt the economy and derail the path toward achieving its 2 percent inflation target. ---ZeroHedge

The long-standing March 29 deadline is fast approaching, with negotiators battling to clinch a deal for the  U.K.’s exit from the European Union. Commission President Jean-Claude Juncker said that “we are in God’s hands” as an agreement continues to be elusive. The main sticking point is still the contentious Irish border backstop, with both sides working on a new legal text to try to find a breakthrough. Meanwhile, the path to a deal could be further complicated by the shifting political landscape in the U.K.  ---Bloomberg

Eleven members of the Organization of Petroleum Exporting Countries and 10 other nations are collectively trying to remove about 1.2 million barrels of daily production to bring the oil market in balance. OPEC compliance was 86 percent last month, while non-OPEC was just 25 percent. In most cases, the countries are using October 2018 as the starting point for their curbs. ---Bloomberg

Extending a global effort to bring tech giants into the tax net, New Zealand plans to update its laws so it can tax revenue earned by digital firms like Google (GOOG, GOOGL), Facebook (FB) and Amazon (AMZN). The proposed digital services tax (DST) would tax multinational online companies at about 2 or 3 percent on the revenue they generate in New Zealand. A number of other countries including the U.K., Spain, Italy, France, Austria, Australia and India have enacted or already announced plans for a DST.

Walmart (WMT) reports comparable sales rose 4.2% in Q4 to top the consensus mark of +3.3%.Total revenue was up 3.1% to $140.5B on a constant currency basis, despite international sales falling 3.2% to $32.3B.---Seekingalpha

Teva Pharmaceutical expects its generic version of Mylan's (MYL) EpiPen to have about 25% share of the U.S. market by the end of 2019. The company is already selling its product for adults and plans to start supply of a junior version for young children in 3-4 months, CEO Kare Schultz declared. Mylan also has a generic version of its EpiPen, which is priced at around $300, similar to Teva's (TEVA) product.--- Wall Street Breakfast
